The 15 seconds isn’t an interval, it’s cooldown. If you interrupt someone it applies the confusion but will not apply it on interrupt for 15seconds after the last application.

I think he wants the CD to be per target.
The 15 seconds are an internal cooldown before the proc can happen again, not the duration of the confusion effect (15s would be totally broken in this case).

It grants an ability on interrupt every 15seconds, it’s bonus is dependant on it’s own cooldown, not target. I don’t think any rune that grants an extra damage output works per target, feel free to prove me wrong but I can’t think of any.

Now that I would love to see happening per target. Imagine 1 interupt into a wvw crowd and you end up with 25 stacks of confusion on yourself. The lols

Unless they’ve fixed it, the new Berserker specialization allows you to apply confusion on yourself with the Headbutt elite and the trait “Distracting Strikes”.
Before when you interrupting, spamming confusion, and skill how Illusionary Wave or Temporal Curtain, you could apply x5 confusion on each enemy interrupted, after the nerf, they added an interval 15s when you interrupt, but will only apply to a single target, so that, skill mesmer how for example Temporal Curtain wasted rune.
I’m not asking spamming confusion, only but the effect working on every enemy interrupted, adding interval 15s for each enemy, similar on the trait “Ineptitude” (The same foe cannot be blinded more than once within the interval.)
kind of like, when you interrupt a foe, cause 5 stacks of confusion for 8 seconds. (Cooldown: 15s) “The same foe cannot be confused more than once within the interval, when it interrupted.
This gives more value and functionality to the rune
The problem is that the 5 stacks is balanced around a single target interrupt. It would have to be majorly rebalanced to be fair for aoe interrupts and its really hard to balance this with single target interrupts.

(1) + 10% confusion damage on foe
(2) + 10% confusion damage on yourself
(3) + 10% confusion duration
(4) apply 5 stacks of confusion on yourself for every foe you interrupt (limit 25 stacks)
(5) polymorph every foe you interrupt (1s for every 5 stacks of confusion on yourself)
(6) transfer all your confusion stacks on every foe that leaves your polymorph
Would buy.
