So with swiftness I should be able to get a 38% movement speed thou right?

All speed is capped at +33% except for special traits like the thief trait where you move +50% while stealthed.

Edit: Actually, this rune is also an exception. Yes, you would move at +38%. I was under the impression that it was passive but it’s an active effect.
