I really think it is important that the permissions for recruiting new members is not linked to permissions for promoting/kicking or editing lower rank permissions.
Letting your guildies invite who they want is a permission it is easy to see wanting to allow to more people whereas that same thing is not neccessarily true of promoting/kicking
