SAB was a massive hit. Can it be brought back duing other festivals like GW2 Birthday? I remember in in GW1 Shing Jea Boardwalk would be brought back at different times of the year.

It is an annual event now per the blog announcing it. Annual events happen at the same time each year. So while they could unleash it at other times, most likely they will stick to Annual as announced. I understand from perusing discussions (I cannot recall if it was a direct dev comment or just distilled player knowledge that might not be accurate) that SAB breaks with new patches, so they have to fix it before releasing it after a patch and that is maintenance they’d rather do only once a year.
