So I was watching a SAB Tribulation Mode video and this person was using custom markers and there was a download link as well. Are we allowed to use something like that?

That one is a grey area. On one hand, it only uses info available to the API so it is information available to everyone. On the other hand, the developer of that app (TacO) said themselves that they considered this a grey area for what the GW2 devs probably intended to be available to players.
So, yeah. That really didn’t help you that much.
