What you can do is make a Mystic Salvage Kit, it comes in a bundle of 250 uses.
(and the other 8 elite specs maxed too)

I don’t think there are any, bar one-time consumable items, which I don’t think really count here.
Gathering tools don’t stack either, which was the very first thing I thought of.

They want you to either
A) Spend gems on the salvage machine
B) Make the kit in MF where you eventually need to spend gems for stones
C) Spend gems on bag slots so you can stock up on more kits
Either way, you spend gems for QoL. Just how they intended.

They can’t stack or merge because they aren’t stacks of things
They are a single object, like a sword, that has a limited number of uses.
Same for mining picks, one object that you use 100 times before it breaks.

Actually yea thats what I thought. Because after I use it for a couple of whacks it seems to break and use another.
It’s more that the ore node you’re mining runs out of ore, not that you’re breaking a pick.

They want you to either

These mechanics were in place in GW1 and GW2, long before any QoL items existed. It’s pretty standard for RPGs.
Now, we might all ask why it’s a common mechanic. However, I don’t think it’s reasonable to imply that it’s some sort of Machiavellian manipulation on ANet’s part (evidence is strong that they are extremely bad at anything like that).
