I just chalk it up to miss directed priorties when making GW2 since they knew how much it was highly requested and used feature in GW1 when it was added to the game.

Yeah, it definitely seems like they just forgot or didn’t care. It’s just really disappointing to see a good feature left out for unspoken? reasons, and would seem like a relatively simple concept to implement into the current system and probably would have a one or two week development cycle. =/

It’s always interesting to see how non-game developers perceive the process of making games. Things must seem easy and simple to implement from an outsider’s perspective.
Design has to flesh out the feature (does it include weapons and/or skills? should it?). UX has to design the GUI. Art has to iterate, draw it, and chop up the art. Engineers have to code it, create cheats for QA and tools for Customer Service. You need a data migration path for when users first login. You need to stress test (what does each player storing all this additional info do to the servers?). You need to map it to hotkeys. QA has test it. Engineers have to fix the bugs. Can it be integrated with automated tests? What happens when skills are added, deprecated, or replaced? And on and on…
They’ve probably known for quite a while they were going to make major changes to the trait/skill system, and didn’t want to make a build template saving utility until after those changes were implemented. That would be a lot of work to have to re-do if there was a major change to traits and skills. So hopefully they’ll start production on this soon after they get everything straightened out from the new changes.
re: what does each player storing all this additional info do to the servers? – In GW1 saved builds were stored locally in plain text files. You could copy them, email them, upload them to web sites, etc… just like a regular text file. They could also be copied into chat. So no server overhead with that method. Hopefully Anet will do something this simple and practical with the new system.

Seriously, this will be a lot of work. I hope they’re setting up to start work on it.(Or already are working on it)
