Lolwat… The only reason you visit those places is for world exploration. Which generally mean you have to kill some stuff to do hearts. Possibly dailies.
Either way someone “trying to level” will be in the next zone in like 30 minutes.
Most things respawn in under 90 seconds. I don’t see players camping starter areas specifically for enemies. Maybe events for the daily but that’s it.
Could just ask them to get rid of mega server and be alone in the zone.

After thinking it over, the OP might be talking about daily events in the starter maps. If he is, I agree. The starter maps daily events should not be on the list for high level players. They should have their own daily events in the higher level maps as they kill mobs too fast in the starter maps, know the spawn points so they can camp them and have the waypoints so they can swarm to events ahead of the low level players.
ANet may give it to you.

It’s true you can tag mobs and get credit. The problem is that the high level chars can vaporize low level mobs when there’s a bunch of them spamming aoe on spawn sites. The low level chars have trouble getting to the events ahead of chars with speed boosts and all waypoints and they have trouble tagging mobs if the mobs are dying to fast.

I sometimes help new players in the starter zones by hitting mobs and leaving them on low health so others can kill them faster or finishing off mobs someone is already killing. Sometimes I do see max-level players vaporizing enemies in front of newbies with no intention on letting them get their share, “stealing” their kill. That’s just mean, stop doing that.

Even on a mesmer I can 1-2 hit mobs in starter zones, its pretty hard for these new players to “just tag the mobs” to get credit if high level players can 1-2 hit them, from range no less.
And if they are a new player and not just a new character, they might not know that you just have to tag a mob to get credit in GW2 anyway.

True, if they are deliberately being jerks there isn’t a lot a low level guy can do. But as someone who hops on the low level zones to bang out easy dailies, I can see if I am being ‘that guy’ and just slow down a little so the new guy can get a few hits in. Then once I am done I don’t hang around trolling players.
What about bosses or boss like createures in starting zones? You think they would be possible without a few people with high end gear? What about an event that has you and you friends grossly outnumbered and outgunned? A veteran could have helped you out with those. Coming from games that were highly competitive for loot and mob exp, GW2 does not have these same issues. Spawns are fast, exp is done on tag, and the loot is so evenly distributed between story quests and random grinding i barely notice. Heck, once you start getting a steady steam of tomes of knowledge, you wont even need to leave the first zone to get to level 80. I like the level cap system as it. It is a fine enough restriction to make sure high levels aren’t being total jerks, they can still get overwhelmed (rarely, but its happend to me so…). I encourage you to explore other areas in the same zone, you might find more hero points, exp and treasure chests in caves.
There is one other thing the current system encourages as well, all of your areas have people in them of one variety or the other, grinding out dailies or otherwise. This keeps your world from feeling empty and keeps zones feeling relevant. Giving high levels no reason to be in low level areas would make the game like so many others, the only places you would find people would be in endgame zones, and then you would have lowbies posting complaints about how they cant find anyone in low level areas.
My suggestion is to try talking to poachers, or even asking them for help. If they ignore you or harass you, block em or report them; by no means do I want to see the world mechanic change to push people from populating all the zones as any given point in time. That’s what makes this game feel populated and that’s a good thing.

You should of tried to play WoW on a PVP server.
I say remove the daily events in starter zones – not because of this issue but because there is no Map Bonus rewards! Win/win for everyone.
But seriously. There is no competing here for exp. If you are trying to level up how other games do it (killing mobs) you are doing it wrong. Complete the hearts/map/events all which can be done with the HELP of other players. That is how you level up in this game.
Well, there IS a problem, especially on “Daylie-Days”
My solution is : Just hit one or two mobs, then run off and let the rest to the new players. Credit will be given anyway.

It does sometimes seem like the scaling isn’t working very well. The other day I was playing a level 23 character I’d leveled to 20 with a scroll, so wearing only story and leveling reward items – a mess of stats on white/blue/green gear of level 2-23, and no back item, amulet or accessories. Not at all a character you’d expect to overpower the scaling mechanic.
I was right at the start of Metrica Province, in the level 3-5 area. The first problem was that I was thinking I’m on a low level character so I don’t need to hold back. But even after I realised I was killing things in 2 auto-attack hits and therefore not giving level 2-5 players a chance it was difficult to get the right balance – I had to try and hit them once and then break off before the second auto-attack started. Maybe for some people that’s easy but my timing isn’t anything like that good. So I settled for standing in the middle only attacking enemies who got through the 2 low level players who were going all out (unfortunately that meant they were attacking literally everything – enemies, allies, objects, scenery, or just running in circles – it’s likely they’d only been playing for a few minutes at this point).
Then one of them started copying me! If I stopped attacking they stopped attacking, if I only hit an enemy once and left them alive they’d throw in a couple of hits and then run off and leave them. Apparently they thought because I was a higher level and obviously not new I knew what to do. Which I did, but what I should be doing wasn’t what they should be doing and it was difficult to explain that in the middle of the event. I did try but I think they still thought I was just being lazy and letting them do all the work.
So it’s not always as simple as making sure you’re not being a “godlike jerk” if you happen to be above the intended level for the area. Sure it’s possible to make it work but it feels like it’s far more work than it should be. I’d decided to play a low level character because I just wanted to relax after a stressful day, I think I’d have had a more relaxing time trying to do solo map completion on the HoT maps!

The OP is most probably writing about yesterday Daily events in Caledon Forest.
Yes, most probably it is not a good idea put those Daily events in starting zones.
Firstly because new players do not know what’s going on and why all those high level players wandering around in 1-15 location.
Secondly, for higher level players, those Daily events in 1-15 locations are PITA too, because events ends too fast and sometimes it is really hard to get to some event before it is already finished.
Maybe they should “just” give everyone above lvl 15 Daily Events outside the starting areas.
myself when i do go to the low lvl areas with any of my 80,s toons . i try to make very sure am not in any way . taking away from thos in the area around me who are trying to lvl up .
i just tend to go get the nodes i need to farm . now if there is some one by me who is low lvl and some thing is trying to get me . then i will kill it . or if i see someone overrun by mobs . that is the only time at best i help players who are lower then me .and do not have good gear as me. otherwise i just let the low lvl people do there thing and i do mine . and enjoy the game .
but i will also say i think it be useful to maybe anet put out some of the low lvl nodes like they do with the rest of them to be farmed in your home instance .
