Scam Mail is getting super ANNOYING
How very peculiar as I haven’t seen any such mail for some time now.
I used to joke about it with my guildmates and allied guilds that when you type ‘gold’ in chat, you’d get a mail or several whispers from goldsellers within 24 hours. Maybe you typed ‘gold’ in /y and that happened to you? :P
If so, it seems to be more of a burst-mail which is more of an isolated incident and you should be fine. Until you type ‘gold’ again haha.
EDIT: Ah, I see you added a picture. I got a similar one several months ago as I recall (and nothing to do with my ‘gold joke’ unfortunately). But as you can see ArenaNet has already done what it can to assist you. The bottom portion indicates the mail did not originate from ArenaNet and serves as a means of protection ArenaNet has coded in a while back.
Also you can be sure that they indeed are terminating such accounts. That is why it happens very infrequently as those scammers need to obtain another key in order to set up a new account. Just report the mail by clicking on the ‘!’ in the bottom left corner and delete it afterwards. Then ArenaNet can look into the matter and take action.

I have gotten this about 3 times as of late. Is Anet working on a way to prevent this crap or banning the people responsible for sending them out?
If you want them banned, use the report function. Fact is, this type of mail has been seriously curtailed as of the last few months, but you will never get rid of gold sellers completely in an MMO. They are a fact of life in any game like this.
However considering that in game mail tells you directly if it’s from Anet or not, people have an instant way of knowing so won’t be at risk. Just report, let them get banned, delete it and enjoy your day. Don’t let getting it ruin your gameplay experience. If you let it, the gold sellers win.

Yes, ANet is always doing something about it, but it takes time for a CS rep to check the report and ban appropriately in addition to all the other requests they have to go through on a daily basis – some of which are requests from people trying to reclaim their accounts or scammers trying to steal accounts.
As for what ANet has tried to do to prevent scams… well, aside from the note at the bottom of every mail (which doesn’t always work, people can develop serious tunnel vision when they panic and focus only on trying to get to the link), they put outgoing mail restrictions for anything that might be spam (you’ll notice you can’t send more than two mails in quick succession unless the subject and text are different).
There isn’t much they can do beyond this without running the risk of severely inconveniencing regular players.
