You might be able to submit a ticket, but as great as the support team is, I don’t think anything can be done. When doing player to player trading like that you are putting yourself at risk. In the future though, try to avoid giving money except to well known and trusted guildies, and even then be careful.

I’ve seen someone trying to pull this off in DR a few weeks ago, claiming they had a permanent hair stylist contract but not enough gold to sell it. Someone reported them, I think.
I just want to know if he might get banned (got all saved with pictures if that would help)
my advice: give them gold if you want to be generous, but never expect anything in return. If they do pay you back, that’s just a bonus.

scammers do get banned … may take some time and they probably need to be reportet more often until it happens but i know of 2 scammers who have been banned for doing so

This is why I never use the grey market. Too much risk of getting scammed. If you want to be 100% safe, stick to the TP. Even if that person was genuine with his inability to afford the TP tax to sell his Precursor, tell them to just knuckle down and earn the gold to sell it. (It’s not like the Precursor is going to get cheaper, after all, judging by price trends. :P)
I’d definitely send a report to Support with screenshots and proof. That way, the scammer will at least get banned. You won’t get your money back, but at least justice will be done.
You should report him for scamming because if there are enough reports he will be banned, and why should he be allowed to keep doing it.

Don’t aim for getting money back because it most likely won’t happen, but I’d suggest reporting him to support just because it is indeed a scam and he is apparently planning on repeating it over and over, which deserves some disciplinary action, imo.
If you ever feel like lending money out, in real life or in games, never lend out more than you are willing to lose.
I wish something could be done to hold the guy accountable. However, the only verifiable fact here is that you did hand over your gold willingly. Your chat log might appear to support your side of things, but for all ANet knows you and this person came to some other agreement out of game, through third-party voice chat or elsewhere.
Please do not give random strangers any gold, especially if they are asking for it. Honest people do not go around asking people they don’t know for gold.

probably the reason why ANet never built in a system for player to player trading. When GW2 came out a lot of people wanted a trade dialog or window to be able to exchange goods outside of the trading post, however such a system is somewhat open to abuse. Hopefully OP didn’t lose too much money. Still pretty sure you can report someone for scamming in-game.
Hello, today somebody asked if he could have some gold to sell his precursor, because he did not have enough, we ware talking and he sounded OK. I was ready to help him if I got some profit back, so we talked about how much I could get, made a deal, mail sent, even talked later for 10 min,….he left party and blocked me. I know this is my fault, but I’m not that mad about it, money comes and goes. I’m more interested if this is treated as a scam or no.
Edit: after 15-20 min he was again shouting for somebody to buy it
I had a player get an exotic item with Rune of Strength in it. He wanted the rune out of it to sell it for a profit, however, he did not have a Black Lion Salvage kit to Guarantee him the rune. After talking with him for a few, he mailed the item to me. I thus salvaged the item and mailed him back his rune. In return he sent me the agreed upon 2g + 4g tip (1/3 the price of the rune at the time). Some people are scammers by nature, and Scamming is against the rules. Just report him and hope ANet looks at logs and if he does it to enough people that report him for scamming, he will get a banhamma.
Take it as a lesson and be happy that it happened in a game and not in real life with real money.

Being a pvp player does not mean being poor. 5g per day from hot-join or 15g from tournaments. 15g each day is good money.
Also being a pvp:er does not prevent playing the TP and that is where the big money is for PVE players too.
Maybe you would fall in that “impatient” category then :P
When I still played, the main source of income in pvp was selling the dyes you’d craft.
