Separate skills for PVE and PVP
When A-Net first released Guild Wars the skills were all the same. It wasn’t until the release of Nightfall that they started to have SOME skills with different values in PvP and PvE. You also need to remember that A-Net considers WvWvW to be PvE so any “balancing” they would do for WvWvW would affect PvE also. And right now it seems like that’s their main focus in balance.
So Fighting against zerks of players is considered Environment ? … wtf anet lol
