I am in Hawaii and I have experienced the same thing as you. Its intermittent, comes and goes. Sometimes I can go all night without any problems. My internet is blazing and other games rock the house on it….

I submitted a ticket as well. Maybe you should do the same, if you already haven’t?

Anet have a problem with load balancing during patch day

They usually give a window for people in dungeon to continue playing with other people are playing in the new game instance.

The real problem is that their servers can handle two versions of the game running at once.

Be glad that their servers are not completely down for hours during patch day. It a feature that anet trying to get right.

Send a support ticket to give them statistic that skill lag is still a problem
