Server question
Your server does not matter for anything except World vs. World.
GW2 uses a system called ‘mega servers’ where all the other maps are shared between all the servers. Which means people you see when you’re out in the world could be on any server in your region (North America or Europe).
Which also means they share the load between them and none are better or worse for lag. If you’re in a map with lots of people, especially during a fight you’ll probably notice lag but otherwise it should be ok.

Does it matter for Guilds?
I’m in a guild that is based in Sea of Sorrows while I sit in Gates of Madness, so no, you can be in any guild regardless of server.
When it comes to guilds it doesn’t even have to be in the same region but other restrictions still apply.
The above posters are correct but I’ll add a caveat: supposedly the mega server tries to put you in maps with others from your home server, or at least uses that as one factor. Depending on how well that works, your odds of seeing random open world RP will go up if you are on Tarnished Coast (NA) or Piken Square (EU).

My very limited testing suggests that is true. Every so often I’ll ask in map chat what server everyone is on and in most cases the majority of people who answer are on Desolation, same as me.
When they’re not one of two things is happening:
1) It’s a quiet time of day (like 3pm on a Thursday) and there appears to be only 1 or 2 copies of the map so everyone is mixed in together.
2) Someone from my friends list or guild is on the map so they’ve “pulled” me into their copy because the game prioritises putting you into the same map as your friends and guildies over people from your server.
