I agree with you, set as a costume is a weird choice. Anet should split them.

All of the outfits used to be separate skins. When they went account wide, they were reverted to outfits that were either all or nothing. Made many of us really sad as there’s portions of some outfits that I would love to use with other armor pieces.

I think you mean Tonics, not Outfits.
