Shimmering Man appearance?
That’s an anomaly. When you see one, run into it to unlock an achieve quest (which upon completion will “cure” you of seeing the anomalies). It is likely appearing to you due to your having done some things in Bloodstone Fen.
If you don’t know what the anomaly is, you may also not know about the Rift Stabilizer. You start on that by going to northeast Fields of Ruin and talking to the charr by the skale pond, then jumping through a rift in the air.
There is also a Ley Line Anomoly event that will give you a mystic coin a day. It’s a group event though so it needs several people.

For the past few weeks I have noticed a shimmering man, that is the only way I can describe it, he appears at unpredicted times, and in unusual places. Just wondering if someone could tell me what it is all about. Did I miss something in the release notes, or am I just seeing things?
Current Events like this feature only a cryptic footnote in the release notes. The anomaly is related to the goings on in current Living Story (season 3). There is an achievement as mentioned above which will give a little more info on it, but on the whole, we are still in the dark about what these anomalies actually are
(although there has been an extremely good theory in the lore forum about them being The Mursaat who are trapped wherever they escaped to originally)
