Should Fractals Levels be Account Wide?
Definitely not. Your ability to play fractals with various professions will vary. Also, having a level 20 fractal character with some ascended gear is very different from your all exotic character.

Among other changes to the way fractal levels are implemented, I would love to see the level be account bound. As an altaholic, and with the current bugs and disconnect issues, I really don’t want to have to grind though fractals again for each character.

Absolutely.
Also, if you don’t have 50%+ exotics the moment you hit 80 (Karma gear) you’re doing it wrong. Step up your game.
Yeah, account-wide levels would be nice.
Though new players won’t be able to do low levels.
But it only points out the issue in this whole level system.
I would say no until they find some way to add a LFG feature or letting any lvl group/char work together and everyone still get “exp” or whatever you want to call it towards the next lvl up.
Why do I say this? Well being that it is different lvl per alt right now means that say if your main is level 20+ you can still use another alt and lvl up his/her lvl with friends who maybe a different lvl. Sure you could say well you can use your main to help your friends. Doing so tho does not give you any lvl or exp reward and for myself this makes me feel short changed. Having my main go as high as I like/can with PUGs is great while keeping an alt to work together with and lvl up at the same rate as a certain friend or group is a good system until they find some kind of fix as I mentioned in the start of my post.
I say nay, mostly because the character boundness it has right now encourages you to master your character for fractals. Although I can trust others to be competent in fractals, playing a warrior and getting to 10 =/= playing an ele well. I like the reassurance.

This is an issue. The whole fractal dungeon needs to be looked at again to prevent it from segregating the player base.
It would go directly against the initiative to create a lasting sense of progression ANet is setting out to achieve, so generally I’d say “no”. The problem of being unable to find party members with the appropriate skill/fractal level is something that needs to be addressed, but not through the abolishment of their item progression philosophy. LFG with fractal level filters and auto grouping would go a long way.
Already a proposed suggestion here:

I’d recommend pushing this discussion to that thread as it’s a suggestion rather than discussion which may be more directly received by the developers.
The requirement to do level 1, then level 2, then level 3, etc should be removed entirely. This is terrible design for an MMO as it fragments communities and creates a painful barrier to entry. The 80 level system is already proving bad enough because although they tried to counter it with scaling/sidekicking, they didn’t tune it enough. Now they are just throwing fuel on the fire without seeming to even care.

I agree here. The fractal level advancement the way they launched it is very bad design. (let’s face it, ToSS is the only part of the Lost Shores patch that wasn’t disasterously executed)
Revamp all of it and then you’d not be so frustrated to want account-wide character advancement.
