Shoulder Scarf Pricing
Maybe because it’s a new item? Everything else is a returning item from the time the game came out. I don’t remember what the gem = gold ratio was back then, but it’s probably the same ‘ease’ (or difficulty) as getting 400 gems now.
When items (Scarf) are first introduced, they are often at a higher cost than when those same items are re-introduced (Earmuffs/Festive Hat) at subsequent years/times.
Unfortunately (or fortunately, depending on your point of view), people are less willing to wait a year (or months, even).

Scarf is a new item; Earmuffs and Festive Hat were introduced in 2012 and keep their original gemstore prices, which were far lower overall than currently. Same things happen with minis and other returning items, and I’m honestly happy that they’re not “updating” the prices – it feels kinda… honest.
A new paid for shoulder skin, hot on the heals of 2 new free shoulder skins from the LS.

It won’t, unless it goes on a temporary sale. However, there’s a very high chance that it will still cost the same in 2 years even when other scarf equivalents shift to 800 gems.

Wouldn’t basing the pricing around the gold→gem exchange like that actually discourage buying the item with real money, where it still represents a plainly higher price, unrelated to changes in the in-game gold supply?
Lishtenbird’s suggestion that a scarf will cost 800 gems two years from now is extremely unlikely, because the real money to gems ratio seems unlikely to change.
I would assume they have at least some sort of pricing model in place, to figure out how to price this stuff, but it’s probably just an expensive piece, not one that’s been “adjusted for in-game ease of obtainment.”
Something to keep in mind: When the Festive Hat first appeared, it was a Town Clothes item, which couldn’t be used in combat. A more direct comparison to the scarf might be the Toxic Mantle Skin, which was available in November of 2013 for 400 gems.

I could see this argument, but ANet has never let anything go down in price. Whenever items return to the store it is at the same price, and anything that gets old is removed rather than lowered in price.
By the way ANet, if you’re watching, you forgot to put the new item in the wardrobe… again.
I would have no problem treating this game like a sub model mmo by supporting the gem shop w/real money monthly if the focus wasn’t esport & LS, til then I will wait for it to go on sale and buy it with gold.
Pretty much all single armor items are significantly more expensive than full armor sets or outfits. That’s the way its always been. The earmuffs and hat are actually the exceptions to that, not the norm.
People have complained about the single-item prices before, but nothing ever comes of it really. So Anet is apparently getting enough sales at the high prices that they don’t see the need to lower them.
