IKR? I can’t say how many times my dodges have been interrupted. I mean if youre dodging then youre dodging right? not according to anet logic.

It’s tricky though, say it’s reversed and that shouts do beat dodge/block. How would things like “chill to the bones” be like? Pretty op I think

Its a mechanics issue, having shouts be unblockable would greatly increase the amount of unblockable attacks in the game, and I think that is a bad direction to head down.
Its a shout not an aoe or projectile. Its something thats supposed to be heard. If there has to be a counter to shouts than it should be something makes the player invulnerable to enemy shouts.
Besides most shouts are for the player to add boons to themselves. There aren’t many shouts that cause damage. Its the fault of anet making this game toxic that shouts have damage.

Wasn’t “Chilled to the bone” unblockable originally? I remember people making a stink when anet changed it.

I don’t know about Chilled to the Bone, but the reaper does have a shout that makes all of your skills unblockable for a while.

What if shouts were relatively weak PBAE effects with no target limit but a dynamic range based on # of enemy targets? Because, intuitively, you cannot hear much in the chaos and noise of combat.
So say it’s 900 radius, but -450 if there are 10+ enemies around, and another -300 if it’s 25 or more?
I’m all for shouts being unblockable/un-evadable since it’s “heard”. but when I mute the game of its sounds, I should be immune to it.
