Correct, It is applied when weapon skills are used. If you use one of your utility skills that stat increase is not applied which is why it doesn’t show on the stat window.

In addition to what Hjorje said, it’s also not possible to stack “stat bonus” sigils. So adding Sigil of Accuracy to both your main and off-hand weapon, will still only give you +5% critical chance. You can read more about sigil rules here; http://wiki.guildwars2.com/wiki/Sigil

Correct, that’s because it actually increases precision by a numerical value which impacts all skills. Accuracy only increases by a static % and only affects weapon attacks, much like proc based sigils.
