Skills not working when used, not lag

I find this happens to me sometimes with Doom. (DS3) on my necro, skill does nothing and the cd triggers… Pretty infuriating.
It does trigger the cd, and then nothing happens, then I usually rage and go what the crap!!!! It happens to me mostly on 100b, whirlwind, bladetrail, rush, volley, rifle butt, and brutal shot.
Yeah, I get that sometimes, but it’s not the skill activating and then not doing anything, it’s the skill just not activating at all. I’ll be in the middle of a fight and then I’ll notice that a skill I clicked several clicks ago is still just sitting there. I notice it the most when its a heal that didn’t activate, which often leaves my characters dead. I also see it a lot when my warrior is using a longbow: often I’ll use Combustive Shot and then follow up with Arcing Arrow, but sometimes when I activate Arcing Arrow I’ll notice that Combustive Shot didn’t fire. No boom.
I’ve had this happen in STO, too, but only in ground PVP. So I don’t know. Maybe I click too fast.
How can you click too fast? It should respond, this has just started since the last patch, I didnt have this problem prior to it. I dont know if its skill lag or what, but its very very annoying in wvw when at pivotal moments your skills fail to work.
And doom is pretty much the kittening staple interrupt of Necro…
I’ve noticed something similar on my guardian (hammer) and it seems to usually occur when the mob I’m targeting is really close to me. I find a short step back usually fixes it and my skills fire normally again.
Had something like that with a heal skill earlier tonight. My other skills had no problem working at all, just the heal skill wouldn’t work. Normally if it was skill lag, only shake it off or great justice would stand any kind chance of working but fear me won’t during times of skill lag, it worked just fine when my heal skill wouldn’t work.
Also whispered someone around the same time but that didn’t register for a good 10 minutes before I saw the whisper I sent.
This happens all the time with one of the necro staff skills (it’s the shortest cast time skill). I’ll bust out (for example) 1,2,3,4,5 and notice that the one with the fastest cast time(1/4 sec iirc) is still good to go but all the slower cast time ones have fired off properly.
I have ground-targeting trait and the ‘fast-casting’ option turned off so I have to double tap. With the fast-casting option on, they all fire off properly every time, but it’s not like I’m missing the second tap on that skill – muscle memory takes care of that every time.
I keep running into this weird effect that happens once or twice in about a 5 minute period were when I go to attack someone and I use my #3 skill for rifle or my 100b or any skill for either weapon and you hit the button but it activates and nothing happens and the character sits there doing nothing. Im not lagging the #1 skill works but when I go to use other ones it kind of freaks out and does nothing, no confusion or blinded or whatever. Has this happened to anyone else running a warrior? I find it really frustrating when you are in a fight vs someone and at that key moment you use your skill to melt your foe and it FAILS to work, ultimately leading to your own demise.
It is most definitely lag but not on your end, it’s SERVER lag.

Its got worse since the patch a short whiles back.. the one that introduced all the WvWvW.
Skill delays are nothing new in GW2.. its just been more prominent in large scale conflict areas but now its started to creep into other aspects of the game… jumping delays etc.
I enjoy using ride the lightning then spring back but the spring back skill #5 rarely activates when its pressed, sometimes not at all.
Something seriously needs some effort put into it to try and eliminate skill delays server side.
Add to that the terrible camera and targeting mechanics… cm on get something sorted ANET, its been way overdue already.
I have noticed this previously on my Guardian. It seemed to be occuring the most frequently at world events … you guessed it, when there were hoards of other people around.
In what context does it happen to you guys? I put it down to server lag as Im Mudbone said but will be sure to keep an eye on it just in case…
For longer cooldown skills (more than a few seconds), when the server lags, it’s possible that the server never tells you that your skill went on cooldown. As a result, after the first time you successfully use the skill, it will appear off cooldown for a few minutes. Further attempts to use the skill will result in nothing happening.

This was happening with my engineer all the time. I also get stuck in the spot I’m in while not fighting anything. I’d hit the autorun button and my toon will look like It’s stuck on the ground even on flat surfaces until I retogglet.
This happens alot in this game.
I just noticed this in WvW about 20 minutes ago…
I’d attribute it to lag.
Seems to me that this is happening on the boundary of the client and the server, that is, the client is enforcing the cooldown locally, but when the server is informed of the button press it decides some rule has been violated (ie ability has been issued before it could possibly have been valid to do so) and is discarded.
Alternative explanation: the client does its thing locally, but the packet is dropped before it gets to the server, either due to congestion (unlikely since this happens more with short cooldown abilities) or due to a policer rule which limits the rate at which packets from a client are permitted to land at the server. (ie a DDOS or cheat prevention rule enforced either before the server or first thing when a packet arrives at the server).
It is also possible that the client, which progresses through a set of states (I’m used to thinking of this in terms of a state transition diagram professionally), and the server’s understanding of the state of the client (a similar state transition diagram) (the two being joined of course by what’s in the packets going back and forth between them) are simply getting out of sync in some circumstances, and that instead of hanging until you relog (this game has some bugs like this too) or type /dance (the stuck in place bug), the two state machines are able to sync back up in a few seconds “only” with the loss of the one key-press…
