My guess is they will grandfather the existing characters so they don’t lose anything but anything you don’t have will need to be aquire through the new system.

There will be far more hero points available in the world than just 65. There are already over 200 skill(hero) challenges present, and there will definitely be new ones in the HoT areas. The 465 points is just the amount needed to unlock all base skills and traits, without elite specs. And, likely, without racial skills and the antitoxin spray (wonder what they’ll do about those, seeing as Revenant will likely not have access to them at all).

2. Yes and no. As the 2nd post said, you will be awarded hero points based on your level. It doesn’t matter how you gained that level; either exp content or tomes. However any scrolls for skill points won’t give you hero points. You need to do some skill challenges in the map.
So right now, if you level a character to 80 via tomes, chances are you won’t have skill points for most of your skills. However, with the new system, you should have enough hero points to get most of your skills when you are 80.

They specifically said 465 will unlock all core (existing) specializations. So you will need more to unlock the elite spec.
