Snowfall Superior Runes
Personally, I’ve been collecting them to build a suit of “drop armor” for jumping puzzles. I don’t know yet how much I’ll actually use it, but if this lets me jump from newfound heights like a madman and survive, I figure there’s something fun there.
I can’t see them being broadly useful, but they’re something different, anyway, and that appeals to me.

delicate, brick-like subtlety.
I had a set so tried them on my warrior in Wvw combined with death from above. There very few places you can jump from and die. You get great cross map mobility as you just leap off cliffs you would normally go around. You can tun a situation around real quick where you low health jump and have someone follow wherein he now chilled as you regen and your vitality barely touched from the fall.
Jump on a group manning siege from a castle wall, get the knockback and take a few swings then jump off the cliffs edge so as to avoid retaliation. Run around and repeat.
(Hills is good place for this or using the cliffs at NET )
Someone runs and tries to drop off a cliff? Jump after him get a knockback/chill/regen and your own health health barely touched.
There are people that like to try and get you near a cliffs edge to fear you are use knockback or a hammer to knock you over the edge. It kind of fun to land and just run off unscathed. Some few decide to follow feeling you must be at deaths door and you can take them out. The chill/regen helps there.
There likely little use in Pve outside the jump puzzles and there certainly better choices overall in WvW but they are fun for a change of pace and cheap as they are well worth a try for something different.
The percentage loss of health appears to be additive so if you have them on and take a jump that normally kills you at say 20k health you will have 15k left.
One downside is this. Some of your own team might see you make those jumps and follow. Warn them off!!

I personally see this being very useful for mesmers, especially those who enjoy creating portals to guide people through difficult puzzles.
A whole platoon of Engi using Drop Armour traited with the one that creates a grenade barrage when taking falling damage.

Seems more about a bit of fun variety than anything else. Kudos to the devs for this one.
The rune can be used for fun purposes, but will not be best in slot in most scenarios.

necros don’t need this armor. Spectral walk is just plain better.
I’d say they would be useful in the same situation fall traits are useful – defending a keep/tower and jumping into the zerg from the walls. I don’t remember what’s the amount of targets right now, but I believe it should be buffed to affect at least 20, so the runes/traits are more viable. If they’re niche, let them be powerful in their narrow area of expertise.
They are very niche builds, but hilarious and fun in the right circumstances. I have a guildie who, wearing a full set of Snowfall runes and with the fall damage trait equipped, survived the jump from the top of Mount Maelstrom into the crater.
I told him to go try jumping from the top of the Karka Hive next, but no word on whether he’s tried this yet. XD
Does this actually increase the maximum height you can fall from before dying, and does it stack with the fall damage reduction traits? I can see some pretty nifty applications for this on my warrior if it does.
If you could swap out Runes freely without losing them, I could see them being fun occasionally. But since Runes are a bit more permanent than that (you CAN swap them out, of course, but losing them in the process is an issue… not so much for these runes as you can get them for basically nothing, but for your “real” runes) I can’t see myself ever using them, even just for fun. To do so would mean either buying a separate set of armor to throw these Runes in, or sacrificing my normal runes.
Even though some of the Runes I do use aren’t that expensive anyway, the idea of wasting extra money to slot in Snowfall runes for a bit of fun then swapping back… yah, I’ll pass. Even if its only 50s worth of money to replace my normal runes.

This would open up so many cool possibilities, but I don’t think it’s gonna happen, since selling the upgrade extractors is business for Anet (though they’re only useful for the most expensive runes/sigils, at 200 gems per extraction at the cheapest level).
You can just get the cheapest lvl 60+ set (shouldn’t cost more than a few silver) and use the runes on that. Even white armor from a vendor works
