My understanding is that gifts were not going to be tradeable because they didn’t want people to “buy” legendaries anymore.

Not true, now you will have a set way to get a precursor, which is the most expensive part of current legendaries (for most of them).

The old “legendaries” are still the same, it is just the new ones that are getting the overhaul. So you can still do the old system to obtain old ones, but if you want a new one, gotta go through the tedious new system design.

Achievement point chest rewards reward badges of honor by the hundreds. You rank up your achievement points, (relatively easy to do in PvE) and you get badges without setting foot in PvP.

Nothing legendary about farming a ton of random materials and then making a fancy weapon at a workbench either. But apparently that is legendary status to Anet.

There is no legend at all to these weapons. They are just fancy skins that require a lot of grinding and farming and tons of gold. That’s not legendary at all. That’s just an expensive skin with flashy effects.
The only weapon that can even be considered somewhat “legendary” is The Flameseeker Prophecies. At least that has some lore behind it, but it is still just an expensive workbench created flashy skin.
So until we actually get some true Legendary weapons, let people buy these flashy skins with some gold. Because that’s all they are. Just flashy skins.

I agree that under the current system legendaries don’t have a tale to tell. They’re equally as “legendary” as other skins on the TP that have similar price tags (imo).
However, the scavenger hunt they’re bringing in with HoT will make legendaries much more meaningful. I wish this systsem existed at GW2’s launch, but the tech (behind collection achievements) didn’t exist back then, so I think they did pretty well with what was available to make crafting a legendary expensive and require a few different game modes.
Except that the new legendaries do seem to have stories behind them and quests that pertain to those stories.

The “precursor crafting” (or “scavenger hunt”) is a mixture of questing and crafting in order to obtain a precursor.
It’s a form of traditional quest, by any standards. You go to an NPC, buy an item that unlocks the collection achievement for the precursor, and then you have to complete tasks and quests. Completing the achievement gives you the “alpha version” of the precursor which you then further develop in following (similar) collection achievements.
The precursor for The Juggernaut, for instance, requires you to use the /kneel or /ponder emote at huge statues across Tyria (including dungeons and fractals it seems), and then require you to capture ooze essences and grow a pet chromatic ooze. This captures a couple of characteristics of the legendary: the first being that it’s based off of the giant Atlas (who carries the world in Greek Mythology) and the second being that the hammer makes the wielder chrome coloured.
So the quests are there to make the legendaries fit in better with the lore and also to provide meaningful quests to obtain them, which require proving that you have shown skill, dedication or interest in particular aspects of the game (e.g. fractals, world completion).
I’d imagine that the raven staff “Nevermore” will require tasks based on birds (e.g. doing the Shaman’s Rookery JP, visiting or interacting with NPCs at Raven Lodge in Hoelbrak) and perhaps something knowledge/wit/problem solving-based like doing some of the puzzles in game (such as the Tears of Itlaocol mini dungeon).
