“it’s inaccurate” is not some vague term. It’s exactly what it means.
“could be estimated” refers to how they got that number. It’s obviously not the sales number. Full stop.
Please do not spread further misinformation. We’ll know in the future if the real sales is close to this number or not. The fact they had to say this means there’s enough noticeable difference for them to say it.

There are tools to extract data like number of characters, their gender and their profession out of the servers. Here is a very nice site for this extraction: http://static.gw2sns.com/subject/server-cn/
17173 published an extraction (self-perfomed or taken over from other sources) of character population for the Chinese servers. Some fans interpreted this data as accounts and made a reddit post about their assumption and the press finally played Chinese Whispers and did not check the sources at all but posted the “top news published by NCSoft” all over the world – even in China.
Until begin/middle of June you could estimate total sales in China by the sales numbers for the 198 Yuan edition published by Tmall since Tamll was the exclusive source for this edition. Later the edition was also sold via KongZhong directly without access to numbers.
A very rough estimation at June 1st was 0.8 to 1M total sales. More recent estimations are no longer possible.
