So i haven't played in a while....
While dueling has been mentioned as something they would like to do, eventually, it has not been a promised feature. In fact, many are hoping that they choose to never actually implement dueling. (Long assortment of threads on the topic, not going to broach it here)
Guild halls are still on the to do list. These are a semi-promised item. There is a lengthy CDI on this topic currently. (Think it’s even on the front page right now)
The app…..haven’t heard anything on it one way or the other.
Honestly, I don’t think giving you a list of things that have improved, or haven’t improved would be very helpful. You could achieve the same result by just reading the patch notes. If you feel like giving it a whirl, then download it. If you can’t be bothered, then obviously you don’t really feel like trying it again. That’s how I look at it.

No dueling except in the PvP custom arenas or in WvW if you can arrange a duel with someone from an opposing server.
No guild halls, but the most recent CDI (Cooperative Development Initiative) was about guilds, and iirc halls were discussed.
1) I don’t follow PVP closely, but I believe the answer is no, unless a format has been made for that.
2) Not yet, but there are still talks for that,
3) Apparently, GW2 info has been made public, and players are free to make their own apps. I know I’ve seen some on the android app shop, and I’d bet there are some on Apple’s as well. They should all be free, so shop around to find one you like.
The most recent change was the September feature patch. Finding the notes on that should be pretty easy. Not sure how long “a while” is, so check out the April feature patch if you didn’t see that, too. Otherwise, Episode 2-5 of the living story is coming out in November, so grab episode 2-4 now if you haven’t already.
-Dueling between two players at any time
It was something they wanted to do, but it was always a low priority. After adding custom arenas which can be used to duel, open world dueling likely won’t happen. I wouldn’t expect to see it outside of a major PvP focused patch or an expansion.

Cancelled. They went with the API instead, allowing players to make it themselves. Most of what was showed off can be created using the API.
