I think you misunderstood the article.
The player in question created a mock-up UI including a large number of visual and QoL improvements. He did not put this UI into the game or modify his client whatsoever – he merely created an aesthetic copy.
Hey ANet awhile ago I asked on the forums if there were any add Ons Similar to another games called Deadly Boss Mods.
I was then informed that no mods were allowed because they were against the terms of use.
Then I read about this guy on Massively just now

He didnt mod the game, and no, it isnt ok for you to have a mod. Second, it’s also stupendously easy to do what he did by taking screenshots and basically slicing apart the interface to create what he was after.

I do not know if I would call it stupendously easy. The amount of work that he put into it is not something that can be called ‘easy’. This is something not done in paint by your average computer user.

Actually, you still need a sense of design, which not everybody has. Also if you look at the images, you can clearly see that there is more than just cutting/rearranging screenshots.
