This will be an interesting day because those of us on macs will have both a new OS and a new episode to download this evening. Anyway, yes, they typically come out sometime in the morning to midday in the US. I am not aware of a set schedule but if you are at/going to work/school now it will be ready for you when you get home.
They never give a specific time.
I suppose because they don’t need to take the servers offline to update them it’s less of a problem for players so they allow themselves a bit more flexibility than some companies. I assume there’s last minute checks and testing that are done on the morning and it depends on how long those take.
So it’s always after 9am PDT but usually in the morning (also PDT).

The ANet offices are on the west coast of the US. Therefore the time the update will release will be when they are in the offices. Usually people start at either 7am to 9am and the day ends sometime between 3pm to 6pm. So sometime between those hours Pacific time is when it will drop.
