I’m not sure if this is a bug or intentional, but the last few days I have done things that normally would soulbind an item (placing a sigil on an equipped Fine quality weapon, and other cases like selecting stats on the new back item), yet it appears to instead be made account bound.
Is Anet silently going away from soulbound items to instead have most things account bound?
I’m not complaining, I welcome the change. I just find it odd that there did not seem to be any mention of this adjustment in functionality.
I doubt it, but I do wish everything was at least account bound if needing to be bound period. Mainly ascended weapons/armor and legendarys.
No. Becoming account bound for a Fine quality items sounds normal. The back item still becomes soulbound on selecting stat at the ascended level.

Adding an upgrade component to a fine quality item (or any item with an upgrade slot) has always made it soulbound and we were presented with a warning stating this. Now it is account bound without a warning.
Regarding the new back item (sub-ascended), selecting stats presents a warning stating that selecting stats will make it soulbound, yet it it makes it account bound.

The problem is you are taking away a good size gold sink. If you are able to move armor/legendaries/weapons amongst toons, far less people would spend gold on new armor/weapons.

Enough with these gold/mat sinks. The only reason I don’t craft a legendary is that I will be stuck using on one toon only. Definitely not worth the time and effort. I spent an enormous amount of gold and mats making and ascended set for my main. There is no way in hell that I will do the same for my ALts. but if Anet drastically nerfs my build and I have to craft new pieces why shouldn’t I be able to use the old pieces on my Alts.
I’ve never liked the soul binding thing in the majority of MMO’s I’ve played. It made sense for Items dropped during raids I guess, but bind on equipped seems like the game tells you that the item is worthless once you have no use for it. Vendor, breakdown or throw away.
The GW system was a little better than this one imo. Most weapons could be used by all of your characters or used and then sold until you went through the act of soul binding (customizing), which gave an additional 20% to the weapons damage. You could add and subtract prefixes/inscriptions at will without binding an item.
