I originally put this into the bug sub forum, because I remember seeing a similar post there on this where a dev responded with “That shouldn’t be happening, ill get back to you!” and nothing changed. The post in the Bug forum is, however, being ignored, so a poster recommended I put it here.
So I’m sure this was brought up before…. But it’s still not fixed.
Dungeon runes, whether you get them from the dungeon in the chests or if you forge them, they are soul bound, rather than account bound. This is annoying because if for some reason you get a rune you would use, you likely would not get it on the character you could use it on.
For instance, I would never do a dungeon on a character that didn’t have all of its proper runes or gear.
Also, being soul bound the second they are forged just seems a little off. What is the point?

And before you say it I’m sure there’s a way to make the soul bound runes account bound through transmuting. But that just seems like a waste to me!

In the meantime, you indeed can transfer by putting it into white/basic-rarity items as long as it’s level 60+ (then the salvage kit later after grabbing the item via bank). But yes, oversight indeed.
