With the new transmute policy, can we not transmute Vigil items to a Whisper Order character anymore? (and other cases where we would want to transmute to white and transfer)

My understanding is that keeping the higher rarity will not let us able to make exotic skins into basic skins to make them account bound.

It says for weapons, so I’m assuming it doesn’t apply to armor yet (not confirmed), but this is what I understood as well. Can someone confirm?

I mean, if it is still possible, which 1 person said it was, does that mean legendaries can now be account bound and transferred to other chars?

before u could move legendaries to other characters, but not sure about now

Reading this part of the update made me sad.

Oh well my guardian has my Engineer backpack toolkit thing and still looks cool, but still I wanted to complete my collection.

Which line are we talking about?
