Guild Wars 2

Hello all! During the Living World Season 2 Story, you come across a reaaally cool area; the Durmand Priory Basement. I was in awe, and was wondering, if it’s accessible outside the Living Story. According to the Wikipedia page, it is.

“This area can be accessed outside of living story by speaking to the Priory Arcanist standing near a floor grate (to your left upon entering) inside the Durmand Priory. Once below, enter the office by interacting with the door, and speak to Ogden Stonehealer to access the special collections library.”

However, I don’t really quite understand what the description is saying. If anyone know how to get in, and can explain it in a simple way, I’d be very thankful!

Wiki says it is, but I’ve tried talking to Ogden with both priory and non-priory players. No luck, yet. A shame, too. I had wanted to go dance in front of Abaddon’s statue, so that he could down me.
I DO wish the basement library was available outside the living story. =/
