For stat stacking sigils like Sigil of Perception and Sigil of Bloodlust, are there certain mobs that don’t give stacks on kill? There were times I had noticed I wouldn’t get stacks after killing mobs

You need to have the weapon that has the sigil in it out at the time of the kill.

You can only have one on kill stacking sigil active at a time. The one that gives you your first stack of bonus (which will be your main hand weapon) is the only one that will build stacks of bonus.

As far as I have seen, any kill that gives you experience will give you a stack. You must have the weapon with the sigil on it in hand when the mob dies to get credit. So you need to be sure to have the stacking sigil weapon out when the mob dies.
