I’d say, Show the proof. Take a video, or a few screenshots.
Otherwise, you didn’t have the stacks on your current weapon set.

You must not have been aware that. As long as you had a stacking sigil on your water weapon you could stack on land then unequip the weapon and still retain the stacks. This was as recent as last week.
Obviously that is circumventing the new way A-NET wants people to play. Thats fine that needed to be nerfed. Thats not what I am talking about. I am talking about losing stacks do to weapon swapping as seen here.

As far as I am aware you only lose stacks if downed or unequipped a weapon neither of which occurred.

Quite obviously, you don’t have a stacking sigil on your land weapons. So what you are seeing is a bug, not a nerf.
Arena Net fixed the exploit that allowed you to maintain your stacks on land by putting a stacking sigil on your water weapons.
So the solution is simple. Make sure you have a stacking sigil on your currently in use weapon set, be it land or water.
On a side note, Arena net was gracious enough to let us keep our stacks, provided we don’t dive below the surface.
It was with the April 15th patch. Now If you switch to a weapon set that doesn’t have bloodlust on it, you will lose your stack. This means, intentionally or not, if your underwater weapons don’t have that sigil also when you go in the water you lose the stack because you are switching to a weapon set that doesn’t have it.

As a result of the April 2014 patch, the Sigil of Bloodlust — and presumably, other “stack on kill” Sigils — have been significantly degraded. If you are an Elementalist, all accumulated stacks are lost any time you change weapons, even if the new weapon has the Sigil of Bloodlust. If you carry dual weapons with Bloodlust Sigils, you no longer get two stacks for each kill. If you are a profession with weapon swap capability, you will retain your accumulated stacks only as long as one of your two weapons has the Sigil of Bloodlust.
