I was just wondering if we’re still able to select a server that’s “full” if we buy the game for the first time/ buy a new account?

Not AFAIK. I had friends join a few months back and they did not have the ability to join servers listed as Full when first logging in to a new account.

You have never been able to join a Server with ‘Full’ status. I don’t see that changing any time soon. With the new population determination, though, server populations may (or may not) change in a more timely manner.
