Seems like a chronic problem for me despite race/profession, etc. I fully explore every zone I go into in order to get the XP boost and loot, I participate in every DE I come across, some of them multiple times, and participate in WvW battles from time to time. However, I often find myself 2-3 levels below the next heart quest. Like right now I’m in Snowden Drifts as a level 23. I’ve already completed the map (the POI, vistas and skill challenges), done every DE I’ve come across and have already closed out the level 24 heart quests. My next leg of the personal story is 26. I’m sure I could go finish the last two level 25 heart quests in the zone but then I’m still going to be 23 and two levels too low for the next zone. I will say I’m not a crafter but I do mine/harvest/log every node and even go out of my way to collect. Is the only answer to craft? If so that’s disappointed that you’re forced to craft just to stay current with leveling. I’m not in some mad race to 80 but would at least like to PVE/Personal Story and stay current.

You just have to visit another area, i usually find myself underlvled in the 15-25 zones so end up having to revisit another starter zone to get the additional levels.

Go to a new zone. Explore. I did the charr starting area after I completed the asura starting area because I wanted to check the place out. I had never been there and I figured, what the hell.

On the note of crafting though. You do all the mining/gathering, which is the hard/tedious part, so why are you do against crafting if it will not only solve your problem of being underleveled, but allow you to be over leveled and result in even more freedom of leveling zones?

I actually was doing crafting on another toon but the collection of mats became more than I had the patience for. The collecting is the easy part. As I’m out completing maps and doing quests I farm the nodes that pop up on the map. The part that tried my patience was when the only items I could make took 10 widgets and 8 weak bloods. In order to make 10 widgets I had to gather 30 boards. In order to make 30 boards I had to farm 10 trees. Add in to that at some mysterious 30 minute timer on farming weak bloods I suddenly stop getting any drops. So in order to level I need to make about 10 wonkers. It became far too tedious for me.

As far as exploring other zones, I tend to shy away from that because that’s part of the replay value for me. When I get a toon to 80 I’d like to start a new race and experience a new zone or set of zones. If I’m taking my first toon to other starting areas what’s the incentive to start a new character if I’ve already seen it? Clearing out the same zone with a fireball instead of a sword isn’t replay to me.

Simply do all 4 starter zones, 100% completion on each and every one.

Then take your PS up to your current char lvl.

Then work from there.

I advise this community to stop telling people to go get crafting XP, when they should be advising the developers to buff XP rates.

We have people counting crafting XP as a universal source everyone should use, then going to a thread about the economy and complaining crafted gear sells for less than its components. It’s a major critical thinking fail.

I agree with the op about not wanting to go to other starting zones, I have had to do that and it does somewhat take away from the replay value on future toons.

I haven’t had this problem. I have never even really looked at my level, other than to check gear. I surprise myself to find that I’m a couple levels higher than I thought.lol.

If you are doing heart quests, repeating DE’s at least twice, farming for crafting mats and crafting, I can’t imagine how you are underleveled. I’m always over. Baffling.

Don’t know how this is possible and don’t know what I did right/wrong,but I recently got level 80 (2 days ago) and I’m still on the level 22 story quest.

My highest character is 65 and I’ve never been underleveled. I was only beginning to explore maps for 50+ at 65(not even 30% on first one). I’ve never crafted either. Everything is from exploring maps to 100% and DEs when there is one near me.

Currently on my 4th time doing maps below 45, started a mesmer yesterday, still having a blast even though I’ve done them 3 times before. Don’t worry about it.

1. You can still do heart quests because probably, there will be other people doing the same quest so you can help them and get it done together.

2. You can do crafting. Nice XP.

3. You’re able to finish instances that are 2-3 level higher than your level for most of the time. I’d give them a try.

4. You can explore. This is I think the most profitable option. Press ‘H’ → Go to the heart of the mists → use portal to go to lion’s arch for free → use portals to go to other races’ areas that correspond to your level and do quests there.

It does seem that you are meant to do all the starter zones/middle zones regardless of your starting race/class. I think the game is designed around this premise. I completely understand that this will ruin any future alts that you make.

The levelling curve can be unforgiving, so I tend to have 3 zones that I’m working for my characters, I also believe that all the personal quest tends towards hard-mode. You can’t just settle into a zone in this game, you have to mix and switch.

As much as I should dislike all of this, I’m really enjoying it. I can completely understand frustrations though.

My lv 80 Asura Necro has “completed” maybe 1 or 2 combat area and 2 or 3 cities.
I don’t remember ever really being underleveled unless trying to rush somewhere to see things.

Dunno how you guys manage to do it…
Too much focus on 100% completion and not enough on Dynamic Events?
That’s what starves you of Karma at least. (Only DE’s give karma, Hearts don’t)
Not saying that you don’t have Karma, the thought just crossed my mind as I’ve seen people wonder about it.

You know there’s more than one 15-25 zone? There are way more hearts than you could possibly need to level properly.

I am a level 26 guardian and I maxed out kessex hills 100% completion and got 99% on queensdale minus the bugged skill point.

In the new area 25-30 or 35 all the hearts I see are 27+ and my personal story is level 28.
