The Strength in Numbers trait grants 150 Toughness in Combat that affects you and your allies for a certain amount of time etc. . . Does this only activate when you have allies? Or does it also work if I’m solo roaming WvW ( Example ) picking off people in combat?

U should check it on your stats by switching the trait.

you gain the toughness as long as you’re in combat even with no allies around
