Strongest profession for PvE? (without HoT)
There are lots of threads like this. I recommend if you are undecided to read through the class sub forums. Ultimately though "strongest" is an opinion in many cases, I can only recommend try them out a little bit, and pick for your self based on your play style.
They’re all usable, pick something for enjoyment.
Damage is weapon strength x power x coefficient.
Since all characters can have similar power just choose the highest weapon strength and the move with the highest coefficient.
Simple enough.
Honestly, my opinion is necro, because necromancers really have a tough time dying and the gear they take advantage of well can also have some element of survivability such as Carrion if you need the toughness without drastically altering their ability to do what they do with their conditions.
From the list given probably guardian. Because hammer.
If you’re going for ANY game mode then really, think about who you want your character to be, to better fit your own personal play style (i.e. are they a fast shooting character, or a strong hammer wielder, or a mage-type person?) before picking what class fits best for that character.
No point picking a class you don’t like just because someone else says it’s the ‘strongest’ since really, especially in PvE, none of them are the ‘strongest’.
Ele has never really been weak in the meta.
As mentioned above, without knowing how you like to play, it’s hard to say what would be “strongest”. And also, what is your definition of “strongest”? DPS, durability, jack-of-all-trades vs specialist, ease of play, etc. When we speak of the “meta”, it usually assumes good group coordination with max buffs, active instead of passive defense, and emphasizing damage over all else.
E.g.
Ele has “strongest” direct damage, but doesn’t mean anything if you are downed all the time.
Engi has “strongest” condi damage but only if you can learn it’s rotations.
Some classes/builds are are really good solo/pug, but lose their effectiveness in a well organized group, and vice versa.
Heck, you could argue bowbear ranger is “strongest” because it’s effortless to let your pet take the aggro and you pew pew from range.

Strongest solo isn’t going to be the same as the strongest in group play. Other than that, your question is far too vague.
The different classes kind of fulfill different roles. So while something like Ele is arguably the strongest a group of 10 eles is definitely not the strongets.
Since Ranger only gets Druid in HoT – which makes them a healer (useless for damage dealing or soloing) I would say ranger. Longbow is easiest, but you could play whatever you want.
I have all classes maxed and the only class I don’t use the elite spec on is Ranger.
Engie.
Jack of all trades, master of everything PvE.

I find Druid super good for soloing, you get 33% passive run speed, super mobile if you have a staff or GS, damage boosts from Glyph of Empowerment, GotL long with like frost spirit or a survival skill and 25 might from Rampage as One/Heal as One combo. As long as being able to sustain yourself with your great heals if needed.
