[Suggest] Remove the canceled skill cooldown
Given that is there specifically to make a real and valuable choice exist between (a) stand and take the hit, but finish your cast, and (b) dodge, avoiding the hit, but losing access to the ability for a while…
…not gonna happen.

History of Chaotic Release
I’m not sure about the “Valuable Choice” argument as given by SlipplyCheeze.5483, but I do remember that when Heralds came into the game their elite skill Chaotic Release had virtually no cool-down when cancelled.
By canceling animations mid-cast, it was possible to spam the animation of Chaotic Release, which can cause some lag to on-lookers due to its rather effect-intensive animation, or to flaunt around with a clearly unintentional animation effect.
A quick fix later, and now Chaotic Release, alongside other Revenant skills, are given animation cool downs, which has toned down the skill spamming.
That would hopefully explain why skills such as Chaotic Release & Jade Winds have skill-cancel cool-downs, but that doesn’t necessarily explain skills such as One-hundred blades, but it’s likely for similar reasons.
Besides, makes for interesting game-play, especially in PvP.

Gameplay tip about Skill Canceling
Though, judging from your comment, it seems as though you’ve only cancelled your own skills by dodging. There is another way to cancel non-movement abilities without switching weapons by using “Stow/Equip” weapons mid-casting. That way, you can bluff opponents in PvP with faked skill-casts (Such as with Kill Shot or Chaos Release), or stop an unintended skill cast.
Helps a lot with the gameplay, and can make using skills feel more fluid.

No, no and no.
This can be heavily abused in both PvE and PvP as for mesmer skill 2 gives a blur window as soon as you use the skill and instantly stow weapon. Some people are certainly able and willing to abuse this sort of ‘game breakers’.
