Suggested new condition: Ineptitude
I think the crit bit would be unnecessary. Too similar to Weakness. The dodge one isn’t a terrible idea.
Note: I am NOT suggesting this to nerf crits or evasion. I just think it could be a fun occasional counterplay.
Ineptitude: Outgoing critical hits become glancing blows. Attacks you dodge become glancing blows instead being evaded.
As with weakness, you still get your critical damage bonus, applied alongside the glancing blow reduction. 250% damage becomes 125%, for example.
The duration would be short, reapplying would only refresh instead of stack duration, and it wouldn’t be widely available. This could replace weakness on a few skills, to make that condition less universal.
Sadly, the current state of PvE would make this useless there, but I still wanted to toss the idea around for discussion.

How about together with this new Ineptitude condition, we get another one.
This new x2 condition should be called: Elitism
It basically works like this.
Every time your critical hits become glancing blows, you get 1 stack of Elitism debuff. Every time you successfully evade and get hit by a glancing blow you get 1 stack of Elitism.
For every stack of Elitism on you, you loose 1000hp up to a maximum of 25% of your HP bar.
If you successfully manage to kill your opponent while having a full stack of Elitism (25), you get to insult the looser scum for 15 minutes without fearing a ban.
On a different note. At least try to play all professions before starting to suggest stuff to the devs to do

I must admit, that when I first read the title, I thought it was a light-hearted joke post. Instead, as a suggestion, it seems that it might be a neat addition, but before they add something like this, I would much rather see them make sure some of the other conditions were repaired and adjusted to work as intended.

I do, which is exactly why I have come to think this would be fun as a low-frequency condition. There are currently no conditions that target crits or evasion. Glancing blows are also under-utilized in the game. These gaps have endless potential for being played with.
(Also, the devs generally don’t play all professions; they have preferences like everyone else.)
