Just my take on a way to implement a method to use items between characters, drumming up more item usage and sales for Anet as players would have to replenish consumable and would actually want to buy a convince item or toy.

—The Start—
A new tab would be added to the bank interface, this tab would be an account pouch (name open for change) this tab would the only way to add or remove items from this pouch.

It would only have 15-20 slots starting with options to buy more (just like bank.)
Include in this tab are 3 Tool Slots, one pick/axe/sickle (separate from the slots, just like character screen)
The slots would hold, usable items (Revive orbs, merchant summons, summon stones, potions, drinks & foods, Boosts, and WvW items) along with Salvage Kits (Merchant bought, infinite or black lion) Toys, Movement changes, and Instruments.
Now to make the pouch even more useful items that have uses (Such as plain/Infinite Continue Coin, and keys/picks/items to open chests) can be used from this pouch without player interference where you just run up to the chest and it would check to see if the pouch has the items (after player inventory)

—Way to access—
A new icon would be on the bottom of the inventory interface, clicking this would have a pop up of just the slots, and will stay open until closed (this way you can use salvage slots with little effort). You would only be allowed to use the items, no switching, no moving and no adding or removing through this interface.

—Tool Slots—
The tool spaces would hold any current/future tool (infinite, merchant bought, or specials.) The tools would only be used if the current character has no tools equipped and is trying to harvest, this method would allow players to keep in any role play they want, or use up tools and still have a infinite to save time as they would not have to run to a merchant.

—Cost—
Simply put it would act just like the bank system where you get a set amount of slots open for free and if you wish to have more to open them from gem purchase.
Why this would be offset, is because player would use more gem consumable or willing to buy the convince or toy items (I speak from experience, as I forget the consumables and they sit in my bank, and I don’t like wasting my time switching items back and forth and haven’t bought any Music items or even the infinite salvage kit although they look fun/useful.)

—Why—
A lot of people will just switch items around, that is all well and good for them but I don’t like having to run back to do so, and lets face it I forget about a lot of them items and most of them sit and do nothing, I have no reason to buy more because I don’t use them as is. Now if they get used and I find I like them I would buy more.

Sounds good but I doubt if it would happen. Some people, me included, actually have purchased infinite gathering tools and copper fed salvage kits for all our characters. I hate having to remember to swap so I indulged myself. I would expect ANet to refund me if they made them shareable through a bag system.

ArenaNet has already introduced quality of play changes since I first started playing. The wardrobe system for instance which allowed us to share skins and dyes. They were generous then in refunding duplicate skins and dyes but I am sure they wouldn’t want to go through that exercise again.

My take is that this game charges no monthly fee so why shouldn’t they get money to support them where they can?

Sounds similar to the account wide bags I’ve seen suggested several times before. For that, each char would have to get one of these bags. Any char that has this bag can put items in it that shared amongst all the chars with account bound bags. So you could put your food, potions, harvesting tools, salvage kits, etc and all your chars can all access them.

Has the same problems with people who bought multiples versions of gem store harvesting tools and salvage kits getting their purchases made redundant if they also get account wide bags. And also, the loss of sales to ANet of the tools/salvage kits, which may be offset by sales of these bags.

Be careful what you ask for
ANet may give it to you.
