Suggestion: Achieves? for base story missions
I think the stumbling block is that they arent replayable and they said they have no plans to make them so. That means keep making alts over and over if you miss an achievement or take a diff path, which is way too clunky.
I like the idea o having them, but with all the branching instances and stories, i imagine it is prob a time vinsuming task, with very little return.

I agree.
I’ve actually been working on playing every single story instance and I’m very close to finishing it. I don’t regret deciding to do that, it’s something I’m enjoying and I’ll probably continue to make new characters to re-play the story after I’m done.
But I don’t think it’s practical for most people and I think adding achievements for each one would just frustrate achievement hunters because it takes a lot of characters (meaning at least 1 spare slot to make, delete and remake characters) a lot of tomes/scrolls of knowledge or time spent grinding and above all a lot of time.
Especially since you can’t replay the story, so the only way to do alternate versions is to make a new character and start over from the beginning.
And in return there’s relatively little benefit. It may allow some people to gain a better understanding of the storyline, as I think there’s a lot of things you don’t really get unless you do it multiple times, like how many reoccurring characters with their own character development arcs there actually are – unless you make the ‘right’ choices to keep seeing them (with no hint on which ones that is) or play every version it’s very easy to miss.
But realistically people who are that interested in the story are going to re-play it anyway (me for example) and people who aren’t are likely to skip or ignore the dialogue and probably space out runs so much that they’ll forget what happened last time so they won’t get anything from it except a few more achievement points.
There’s already achievements for doing each racial story, and each Order story, which requires 5 level 20 characters and 3 level 60’s (and 1 level 80 for the final chapters). I think adding more than that would be excessive.

But, isn’t it just 5 characters total? Which isn’t costly to paid account owners; 5 slots are given. Three of the 5 must each choose a different Order, and 1 of the 5 must level to 80, or near 80 to complete the Personal Story.

5 characters total, yep. 1 at level 80, 2 at level 60, 2 at level 20 can get them all.
