[Suggestion] All NPCs should rez
Because people don’t so much. I mean, completely out of combat, nothing at stake,
I rarely rez defeated (not just downed) people. More often than not, they are people who went defeated in the middle of content in which they should have used a waypoint to get back in the fight, but instead continued to uselessly lie down in the ground while other players carried them. The kind of thing that happens in Vinewrath, for example, and is one of the main reason that event fails.
So no, if you didn’t fell to death – if you rather fail to death – IMO, you should be kept dead or waypoint.

I fell off a vista above a town with NPCs in it. There were lots of players there, finally someone came to rez me, but figured the NPCs could be trained to do it, because the last thing I’d want to do is disrupt someone’s day.
Sorry my falling off the vista no where near whatever elite content you were doing made you only get a white champion box. I guess I wouldn’t rez me either.
I get sad when someone ports out on me trying to rez them.
While I agree with your proposed suggestion, I have to say that if you rez me and I port out on you it’s likely because you should be focusing on the battle at hand and not spending valuable time rezzing dead players.
For non-timed fights this is not an issue, but for timed events like Teq or Vinewrath, it is crucial that dead waypoint out and not waste other players time.
A simple fix for this issue would be for Arenanet to implement event credit for rezzing dead players. There would be people who go to events specifically to “rescue” the dead at that point.

For timed events like the ones you mentioned, that would actually make it worse. The bosses would scale due to having more players, while the “rescuers” would be doing no DPS at all, and the dead would remain dead instead of waypointing, also doing no DPS at all.
ArenaNet should make it the opposite – if you have been dead for more than 15 seconds, no event reward for you. Or at least automatically waypoint people if they haven’t teleported after 15 seconds, removing from their inventory ten times the usual fee.

I guess what’s funny is given no context for my statement about when I rez someone until they are naked, you assume it’s one type of situation. That type of situation that everyone gets all bent out of shape about. The context of my example of rezzing someone until they are naked is quite literally someone I just happen upon, they probably are AFK dead themselves, but I don’t know that, so I rez them, only to be back by later and see that person dead again, only this time, with one less piece of armor.

Might be a few mobs around, maybe I have to finish them first. Start rezzing them, and they are gone. Now, I ‘suppose’ it’s possible they had the map up and were looking around trying to decide where to port to during all that, but it sure seems to happen a lot.
Sure, I try to rez someone that’s dead in a fight, but never something that is so dramatic that my lack of participation brings the whole thing to it’s knees, like an easy world boss I’ve done a million times, and know when to avoid getting killed, but can pause to rez a little here and there between telegraphs until I get them (never something like Teq, but fear not! You won’t have to worry about me, I won’t be there! :p) Because I see that dead person and think, “Hey, maybe they just ran in and got killed and haven’t done the fight before and haven’t even tagged the thing yet.” My first impression isn’t to assume they are some mean, lazy person and I’m going to teach them some sort of internet gaming life lesson that they’ll flash back to at a critical moment in their life years from now (“I’m sorry! I should have used the way point!”)
Assume all the rezzing I’m talking about is passive, non-combat situation, non-l33t d00dz content, non military industrial complex, non-NASCAR type healing, if that helps provide any context of when it might be kinda nice to have an NPC rez me because people are either really AFK or can’t be bothered with my dead self.
On a side note, I am a bit perplexed at this. I honestly figured it would just roll right off and I hoped that a red person reading said, “Hey, that’s not bad, I’ll write that down for the dev team to mull over years from now.” It didn’t occur to me to preface this with some sort of “this isn’t about the rezzing and way pointing you all get mad about” disclaimer, but I guess it should have, I do read what ya’ll are talking about from time to time.
I guess even I was a bit narrow in focus when I posted, as I was lying there dead in the middle of a small town with nothing else going on and lots of people standing around and no one would just walk over and rez the dead person. Though, by the time I alt-tabbed back, someone was working on me, but I did wait a good 10 minutes watching people meander to and fro without even glancing over (not that you can actually tell if someone was glancing unless they emoted that, which would have been really insulting).

You do realize that waypointing within any city is completely free, right?

Not in a city. In a small ‘town’ or ‘fort’ out in the world. I was approximately 5 body lengths (in my dead state) away from the portal in town. Still costs me nearly 2 silver. But it’s not even about way pointing in that context as there I am, dead, in a safe little camp, lots of NPCs and humans standing around. Apparently they were either AFK or just couldn’t be bothered to rez me for whatever reason. So what if the NPCs could do it?

Some battles stop you from Warping away after death, until the other people in your party are “Out of Combat”. So I wouldn’t vote for this. But I would vote for you automatically getting warped away to a WP after a 30 second limit (unless Revival Orb or ressing is in process).
On a longer note:
Maybe a goal for people to avoid slacking or afk’ing in battle would be cool.
A title (“Expert Survivalist”) and 10*AP for doing 10,000 World boss fights, and for each fight that you survive without being wiped, gets you +1 towards that 10,000 AP goal.

What I do is start reviving the player first. A few ticks, maybe enough to pull them out of the map view. Then fight the mobs, and finish reviving after combat.
Kind of a “Hey, I’m here. Stick around and I’ll get you back on your feet.”
