The forum already has a mechanism to track highly rated posts and aggregate them. You can look at all the highly rated posts for any given user.

I’d like to suggest a sticky be implemented at the top of each forum with the top thirty to fifty rated posts in that forum. This would provide a great snapshot of forum community (note that I didn’t say player community) sentiment trends that could be useful to both the forum community and the developers.

At the moment, some of the loudest and most frequent posters have the greatest visibility because of the way forums function. This would create a space on the forums where people who don’t post frequently but do bother to +1 posts they agree with would gain more visibility for their points of view.

There would need to be some sort of decay factor built in so that we aren’t seeing one extremely highly rated post from 18 months ago that is no longer relevant. I suppose the simplest would be to just draw the most highly rated posts from the last 30 days. Or, more complex, the system could judge relevancy by how often a given thread continues to be read by players.

I know it’s not an extremely scientific way to judge trends in sentiment. People +1 posts for various reasons. It seems, however, like it would be a vast improvement over posting by volume or high-pitched tone gaining the most visibility. And since clicking +1 is not terribly difficult, I imagine there’s a large volume of that clicking which would even out the odd reactions.
