[Suggestion] Make Celestial Gear Celestial
Runes don’t need the stats increased.
Celestial could be given those other stats but only at the expense of existing stats.
And why do you think so ?

Do the Devs change other stat sets when they add new ones? Celestial was created long before Viper’s and the other HoT stat sets. I think they pretty much leave the previous sets alone when introducing new sets.
Maybe the Devs will create a new ‘all-stat set’ in the next expansion/future.

That sounds good but I’m afraid if they added condi and boon duration then they would lower the other stats and that would make me sad. :c
Adding concentration and expertise to celestial would only lower the amount of stats that they give. So you’d get even fewer than +639 to your stats. Is that really what you want?
I fully support this. The increased difficulty involved in making Celestial armor is not rewarded properly. The time delay and added cost adds no significant advantage over other armor without the delay and cost.
You will get a lot of push back from the players who don’t understand Celestial or don’t want to take the time to make it, or who spend countless hours trying to perfect their individual setup, or can’t use it in raids, but you are correct that the description language is incorrect and the Expertise and Concentration should be added. I see no reason to reduce any other of Celestial Armors stats to accomplish it and nobody has given one. There is no reason they need to leave it alone simply because they have been around awhile. Change sometimes requires more change. This is long overdue.
I would suggest starting with the armor and skipping pushing the runes change until we see how a armor change would affect things.

You as a player have options already,
*full celestial but use boon/condi duration food/sigils/runes
*mix celestial with other 4 stat sets that have concentration and/or expertise
Boon/Condi duration is currently most efficient when gotten through food/runes/sigils. Concentration/Expertise are inefficient stats in a hybrid build.
Those options do not address the time gating required for celestial armor, both in obtaining the resource needed, and in crafting of the needed component.

By the time people who care about time gated quartz for crafting gear today complain enough for Anet to change it, they will already have had enough time to completely gear a toon in full ascended celestial. The time gating on quartz for crafting has been and will always be a moot point of debate.
I would rather see Celestial stay as it is, and maybe have the description changed to “most stats” instead of “all stats”.
Then they can consider a new stat combo that affects “all stats”, with a lower point value for each stat than what Celestial offers, to offset the new stats.
