First of all, both of these give life force to necromancers upon death, so it is more beneficial for them than anyone else.

Secondly, I thought many of the pet summoner consumables got a time limit, so they put less pressure on the server. Then why am i able to summon a combatant NPC (even each second) with no limit, as long as i keep killing enemy players in WvW? I usually have 5 of them after pushing through an enemy blob in wvw.

I suggest a complete rework on Sigil of Demon Summoning.
As there is a sigil that heals you after each kill, I think there should be an opposite to that. Rename this sigil to Sigil of Soul Reaping, that deals direct damage to nearby enemies each time you kill a foe. (300-500?)

Thirdly, endless banker/TP/merchants pop up an interact(F) option to all people at its location, even though they can’t use it. <- Commonly used for trolling

I suggest making permanent TP express an “unlock” type of item, after which you can withdraw TP items and incomes directly from the Trading Post.
Permanent Banker and Merchant should only pop up the respective window for the user, without NPC, and time limit on usage.
Non-permanent ones should remain as they are now.

Update:
Could be awesome if Anet reworked Sigil of Demon Summoning to give Light Aura on Kill.
Or reworking a combatant NPC spamming sigil is not “on the list”?
