Nope. 2,180g. I only know because I bought mine for 1,600g and I keep tabs on the price, just out of curiosity.
This item is pretty much what you’re suggesting Vix. I dislike the idea of having them as “unlockables”. While it is expensive as is, I like the system that’s in place.
The only thing I’d add is a permanent total make-over kit to the BL chests.

You mean the one for 2,179 gold? As it is, 250 gold costs 2,139 gems, so spending 2,179 gold on a contract is not very feasible.
The incremental option has a much lower entry barrier and would eventually accrue over time. 250 Gems for a self-style kit unlocks one choice. To unlock another spend 250 more.
Actually I would really love this. As a roleplayer, I would like to have different hairstyle for town and combat.
And unlocking one hairstyle to use again for one character is not at all the same as being able to use any hairstyle on any character at a whim. Permanent contract would still be very valuable.
They should just add a barber to the main cities. Haircuts should not cost gems. Money grab gemstore items…

Not really. After you’ve unlocked all the hairstyles on all your characters and can change them at a whim in, say, the hero panel, then the contract would be useless, as you’d be able to change it without the contract anyway.
For your RPing, instead of this suggested overhaul to hairstyling, I would suggest a system where your appearance in town differs to that in explorable areas, including a change to hair. That I would be fine with, as I used the system that gw1 had that was similar.

It’s more than fair enough to purchase hair kits (permanent, or otherwise) for complicated new hairstyles, but it seems excessive to charge for an entire kit, for the right to just put one’s hair up, or down (which one can just do for free, IRL).
Especially if one has already chosen/purchased certain styles, previously.
Once you have chosen your original style and then purchased a new style (or styles), it should be more like an outfit system, IMO.
They could still charge the £80 (ideally less – it’s still far too much), for people who wanted to acquire every style (including all the new ones), I guess.

How many hairstyles would that be even for someone with just 5 characters? I am at work and cannot check, but it is a lot. And more are coming. Permanent includes all present and all future styles. Why not just be happy with that and let others have a little bit too.
Townclothes were removed from the game already, but when we did have them, I did wish there was a townhair too.

The only thing they don’t have control over is the demand side, for totally optional/cosmetic items.
Although, I guess, even then, they could buy a bunch of stuff to up the perceived demand, if they wanted to.
Other than that, they can do anything they like, whenever they like.
My main concern, however, isn’t really the kits – I think they would find their own level, just fine, if this suggestion was introduced.

OT – Whilst it’s not a bad idea I don’t think it’ll be implemented unfortunately. In an effort to (kinda) save some cash OP have you tried key farming at all? The Black Lion Chests used to give out the regular hairstyle kits every now and then (not a massively rare drop either) and I’ve still got 3 or 4 left over from when I did it but not done it in a while so I’m not sure if they’ve been removed/drop rate changed.

No, not really an issue, as such, just an awareness of how it works.
I may have issues about the price of individual items (there are some things that ANet have allowed to reach almost astronomical prices), but that’s all, really.
Impatience drives up the prices. If people could learn to be patient, and only bought things via buy orders rather than buying things instantly, then people would have to start lowering the prices. But people can’t wait (because they want it NOW!), and sellers know it.
As to the idea of unlocking hairstyles, I like it and would like to see it added as an extention of the wardrobe feature. However, I do not think it will ever happen, as I imagine the permanent hair kit makes Anet a tidy profit, and this idea would render that item useless.
