[Suggestion] The Exiled Territory Server
So, instead of semi(blocking access for a few days) or permabanning(complete deletion) an account, you want to torment them too? Those deserving of a semi-ban wont be able to log in at all and that is fitting punishment for being a kittenhead. (Yes, I typed kitten)
It’s far more punishing for peoples accounts to be deleted than to be exiled. Why? If they were genuine players that were just being kittens, they would lose their character names forever, that’s a big deal to some people. They have to rebuy the game, which at the moment is the expansion price, again why? Because they have to part with something IRL to play again. Something something psychology, which would benefit Anet with another account purchase.
Don’t fix what isn’t broke.

People that breaks the rules should be punished, not just moved.
Why should ArenaNet spend time and resources creating something for people that breaks the rules?
The fact that you also seems to want them to still be able to actually effect the economy in the live game would also make this completely pointless.

If this game was in development then maybe this could be an option.
But since it’s already out, I don’t think it would work. Because it seems as if they wouldn’t mind cheating. Since they already have a policy of banning you and stuff.
Again, a lot of other companies are doing this and it is a fine option… but not for a game already released. It would be too much backpeadaling. (sp)

Of course they could buy a new normal account and start the things again… but why would they do it? On the Exiled Territory server will be no rules of conduct or any terms of use. Banned people could play the way they want: botting, grieving, insulting. etc. They will be among people like them. Usually, bad people are not among bad people to see how they actually are. They are bullies with the weak ones.
Being a bully with a bully its a different situation.
So, Anet will still be making money out of them becasue the gem store will be open.
They won’t necessarily want another account in the same Exiled Territory, so in the case they are buying a new normal account they could be more careful with it becasue if they want to be bad they have already the opportunity to be.
That is of course assuming that they would use the gem store, and simply not stop playing and/or buy a new account.
What you are suggesting is basically that ArenaNet should spend time and resources on creating something that will only ever benefit people that broke the rules. Something that is completely idiotic in my eyes.

I’m not seeing the value of lumping together in one server all the people you would normally ban and stop supervising or controlling them. This gives them free reign to locate each and every exploit or way to crash the servers and spread the information to the players in the non prison servers. (Because anyone who thinks they won’t still be talking to guildies, friends and like minded people who are on the regular maps is naive).
ANet may give it to you.
GW2 servers dont look they cant handle much (game engine), if u take out some of that power even on virtualization to host a “private” server for cheaters, sound a bit to costy solution for nothing, players that does not follow the rules should be banned.

They would research exploits and such in the prison server and buy a new account to terrorize in the non-prison servers. The bullies would still find a way to terrorize their targets.
Solves nothing and probably makes the problem worse due to their ability to freely research and discuss in chat with others who feel the same way with no risk of being reported.
