Suggestion to hide costume shoulders
Was this a chance to show off your high graphics and unicorn bow? Seriously, wish I had the $ to buy a rig to run my graphics that high lol. Also, sylvari are not “small” characters, but closer to human size.
But I could see why you want to hide them. Hope they add the option to mix and match / hide certain parts of costumes sooner rather than later.
Please don’t be insulting, I don’t think I should have to turn down my graphics and use a different bow just to post this. O_o Also I am referring to the size of the CHARACTER, not the size of the character model. IE: this is a female (smaller than male) with the smallest frame.
I posted this because the ceremonial plated outfit is my favourite of all looks in Guild Wars (GW1 included). I can understand why most people won’t care for this topic but is means a great deal to me! Not being able to hide the shoulders means that I haven’t found the look for my character that I have been waiting for.

What do the graphics settings have to do with the actual topic? Do the shoulder pads look smaller if you turn your graphics down?
I agree that it should be possible to hide them. I like the outfit but the first thing I thought when I saw it was that without the shoulders it could look good. It didn’t occur to me that it wouldn’t be possible to hide them.
I’m not a big fan of shoulder pads in general, the only character I have wearing them is my huge charr ranger and they’re relatively small, flat ones. On my other characters they just look crowded.

I don’t know why ANet is so enamored of outsized shoulders. They look bad. Worse, they look ridiculous. I tried it on my Sylvari and they were so outsized as to be laughable.
The Shadow Assassin outfit has the same problem. It would be really nice to see this fixed because the shoulders ruin both sets on 90% of characters.
And the remaining 10%, those must be characters that are supposed to look ridiculous then, right?
I was thinking the same, actually: I would totally get that outfit, if I were able to hide the shoulders. Since the separate armor pieces allow us to hide the shoulders, it would be greatly appreciated if the outfits did the same. Or if smaller shoulders would be designed for the female version. The Shadow Assassin outfit had huge shoulders on male and small cute ones for female.
In general, I think that more people would buy the outfits if the shoulders were optional. As it is now, with the crazy gold-to-gem conversion, many of us would buy it with real money. But now, instead, I am going to pass on this one and wait for the next outfit.

No. On Asura this costume does not have this problem. Because of scaling the shoulders are much smaller and are in proportion.
Compare this picture of an Asura to the OP’s picture.
The shoulders on the small model, the Asura and the large model, Norn seem to be perfectly proportionate. But even so, seeing as we can hide armor shoulders, why can’t we hide the shoulders of the costumes we pay real money – or more gold for?

I guess ArenaNet decided it was easier/faster to make full costumes and not have to worry about individual parts. They also decided to skip over properly setting the pieces and preventing clipping, which is also a major problem with these kitten outfits.

I was actually being sympathetic to your post. I agree that they need a way to hide the shoulder pieces, or to at the very least correct the scaling/attachment issues.
Not a perfect solution obviously but you could always look for a shoulder piece from another armor set that will look good with your armor and is not so bulky. I think hiding the shoulders wouldn’t be a bad thing but it’s not likely to be a top priority so it’s the best near term solution I can think of to offer.

Completely understandable. You have invested money into your PC to be able to have nice graphics and visuals, and when something is improperly implemented that messes with the visuals you prefer to see, it can be frustrating. I hope they fix this for you and the rest of the players who have a “look” that they prefer.

Since when can we hide shoulders on outfits?
And its not like the first armor that has clipping issues.
Also shoulders like the radiant armor are extremely huge.
It could also have to do with the fact that people already datamined this costume before it was officially released. Which led to players begging and whining on the forum for it, so perhaps they just released it as it was; unfinished.
I still hope you’ll get the option to hide the shoulders, but I doubt it.

I agree with this. But this isn’t the only issue with shoulderpads on smaller characters.
For example, if you play an asuran or human that doesn’t have a large body-type then the shoulders actually seem to float off the side.

Oh yes, floating to the side is a problem, too.
You can hide the helmets of many costumes. So I have changed the topic to be a suggestion to hide shoulders on costumes.
