Swapping Utility Skills
I also would appreciate being able to swap out my utility while it’s on cooldown – not that I mean I should be able to access my utility immediately as if it were off cooldown, but just allow it to swap and the cooldown to countdown like normal. Just a quality of life improvement.
Problem is, what about people that click on abilities in combat? They would not like this change.

They could still left click under the proposed change. I don’t think any skill clickers are right clicking the skills, in any event.

Not sure I understand. Let’s say you have just used a utility skill with a 40 second cooldown and you want to switch to a skill with a 20 second cooldown. When you switch, how many seconds will it be? 20? That gives an advantage to people who switch right before a fight as the switcher only has to wait 20 seconds and the non switcher has to wait the full 40.

The Cooldown would be the same as the skill originally used, just that when the Cooldown is over the new skill will be in its place. So it functions the same as before just now you don’t have to wait to switch the skill.

The Cooldown animation would be there from the 40 second Cooldown ability, but the icon on the bar is the new skill you chose. So when that 40seconds is done, the new skill is there to work like it normally works, since nothing changed about that skill at all.

That’s what I said.
They are going to have to reprogram it so that the previous skill cooldown overrides the new skill cooldown for the time of the switch since the new skill will be put into cooldown automatically at switch.

I would also like to be able to change utilities while they’re on cooldown. Not necessarily in combat, but sometimes I put a utility on to run through areas of a dungeon, and then can’t have my preferred combat utilities while fighting the next section.
There’s also an annoying bug that sometimes puts a switched utility on cooldown if a utility in another slot is currently on CD.
The next thing is, I’m pretty sure there are many people who are used to certain skills on certain slots, so if you swap in something differently you kinda have to change the order. It’s an annoying thing to do, if you only want to swap places. So why no track and drop thingy to swap the order of the utility skills? It would be really nice.
Funny thing, GW1 had that exact feature for moving around skills that were already on your bar. Since in that game you could only move skills around when you were in towns/outposts instead of your combat instances, it was simple drag and drop. They should bring this feature back using the right-click you mentioned to select the skills, and right-click-hold to move those active skills around the skill bar.

The game already does something like this if your underwater utilities do no match your land utilities and you switch between land and water.

Unnecessarily complex because you’re making it that way. They dont even need to touch the skills in the first place. Cooldowns would be skill slot specific, with appropriate lock-outs.
Lets say you use the engineer’s elixir B, with a 40 second cooldown, in slot 7. That slot is now locked into a 40 second cooldown. If you replace that skill with one of the kits, the cooldown is still there, even if the kit has a fractional cooldown itself. Now, lets say you want to swap elixir B to slot 8. No problem, the cooldown travels with it.
Viola, so easy a bookah could do it.
