Well you see wayyyyyy back in the day you could actually buy those runes/sigils for 1c and then sell it for a couple copper at the vendor. Anet fixed this by making it so you can’t sell below the vendor price. For whatever reason Anet can’t remove offers so they just sit there forever… unless someday the person/people who put the offers remove them.
People used to make large numbers of 1 or 2 copper buy orders to artificially inflate the apparent demand for an item. This used to spike it on the trading post information and would make it look like its a hot item. The Holographic Dragon Wings, for example have about 50k buy orders of one and two copper

I still think they can simply remove those offers, and put that money back to whoever is buying it.

So, if they said they can’t I guess that means they are either lying or incompetent. Since you seem to know the code better than them, why not offer your services to teach them this?

It’s less about whether they can or not and more about whether they should. It takes some developer time to write the script that will cancel the orders and it needs to be QA’d. More importantly, it also needs to be checked to make sure there aren’t unintended consequences about canceling orders in bulk.
But then, there’s also the customer service issue: people will start to see coin in their pick up windows and will ask why. Some will question whether the amounts are correct. People who were AFK from the game for ages will be confused as to why their orders were cancelled.
In the end, it’s a business decision: leave up a few orders until people notice and take them down themselves or spend energy to do it for them.
Personally, I prefer the current situation. I don’t want ANet cancelling my orders.
